The tenderer shall involve an independent expert or group of experts on the relevant field for the correct evaluation of the proposals submitted. An independent expert or group of experts should not, in any case, make a pre-thought decision in favor of bidders within any interest.

The tenderer shall bring the tender participants together to disclose the results of the tender, and the results shall be disclosed by an independent expert or a panel of experts. Reasons why to select the proposal and the reasons why other proposals have not been selected should be justified by the tenderer.
